Article   fifteen.   The  subjects  obliged  shall  to post  and  keep public information updated, in accordance with the guidelines issued for the case by the National System, at the beginning of each year or within  from  the  following  ten  days  natural  to  that  arise  any modification, in accordance with its powers and at the disposal of any interested party, in accordance with the following:

I.  The regulatory framework applicable to the obligated subject, which must include laws, codes, regulations, creation decrees, administrative manuals, operating rules, criteria, policies, among others;

II . Its complete organic structure, in a format that allows linking each part of the structure, the attributions and responsibilities that correspond to each public servant, professional service provider or member of the obligated subjects, in accordance with the applicable provisions;

III . The faculties of each Area;

IV . The goals and objectives of the Areas in accordance with their operational programs;

V. The indicators related to issues of public interest or social significance that, according to their functions, must be established;

VI . The indicators that allow to account for its objectives and results;

VII . The directory of all Public Servants, starting at the level of department head or its equivalent, or at a lower level, when attention is provided to the public; manage or apply public resources; perform acts of authority or provide professional services under the regime of trust or fees and base personnel. The directory must include, at least the name, position or assigned appointment, level of the position in the organic structure, date of discharge in the position, telephone number, address to receive official correspondence and email address;

VIII . The gross and net remuneration of all base or trusted Public Servants, of all perceptions, including salaries, benefits, bonuses, bonuses, commissions, allowances, bonuses, incentives, income and compensation systems, indicating the periodicity of said remuneration ;

IX . Representation and travel expenses, as well as the object and corresponding commission report;

XI . The contracting of professional services for fees, indicating the names of the service providers, the contracted services, the amount of the fees and the contracting period;

XIII . The address of the Transparency Unit, in addition to the electronic address where requests to obtain the information can be received;

XV . Information on subsidy, stimulus and support programs.

XVI . The general conditions of work, contracts or agreements that regulate the labor relations of the base or trust personnel, as well as the economic public resources, in kind or donations, that are delivered to the unions and exercised as public resources;

XVII . The curricular information, from the level of department head or equivalent, to the head of the obligated subject, as well as, where appropriate, the administrative sanctions that have been subjected;

XVIII . The list of Public Servants with definitive administrative sanctions, specifying the cause of sanction and the disposition;

XIX . The services they offer indicating the requirements to access them;

XX . The procedures, requirements and formats that they offer;

XXVI . The amounts, criteria, summons and list of natural or legal persons who, for whatever reason, are assigned or allowed to use public resources or, in the terms of the applicable provisions, carry out acts of authority. Likewise, the reports that said persons give them on the use and destination of said resources;

XXVII . The concessions, contracts, agreements, permits, licenses or authorizations granted, specifying the holders of those, having to publish their object, name or business name of the holder, validity, type, terms, conditions, amount and modifications, as well as if the procedure involves the use of goods, services and / or public resources;

XXIX . The reports that by legal provision generate the obligated subjects;

XXX . The statistics that they generate in compliance with their powers, competencies or functions with the greatest possible disaggregation;

XXXII . Register of suppliers and contractors;

XXXIII . Coordination agreements for coordination with the social and private sectors;

XXXIV . The inventory of movable and immovable property in possession and ownership;

XXXV . The recommendations issued by the public bodies of the Mexican State or international organizations that guarantee human rights, as well as the actions that have been carried out for their attention;

XXXVI . The resolutions and awards that are issued in processes or procedures followed in the form of a trial;

XXXVII . The mechanisms of citizen participation;

XXXIX . The minutes, agreements and resolutions of the Committee of the obligated subjects, as well as of their governing bodies, assemblies, councils, plenary sessions or their equivalents and, where appropriate, commissions, committees or subcommittees, as appropriate.

XLIII . The income received for any concept indicating the name of those responsible for receiving, managing and exercising them, as well as their destination, indicating the destination of each of them;

XLIV . Donations made to third parties in money or in kind;

XLV . The disposition catalog and documentary archive guide;

XLVI . The minutes of ordinary and extraordinary sessions, as well as the opinions and recommendations issued, where appropriate, by the advisory councils;

XLVIII . Disposals and other legal acts related to public assets, indicating the reasons, beneficiaries or acquirers, as well as the amounts of the operations;

LII . The indices of files classified as reserved, prepared semi-annually and by subject areas;

LIII . The declassified information, which must remain two years after it lost its classification;

LIV . Any other information that is useful or considered relevant, in addition to that which, based on statistical information, answers the questions most frequently asked by the public.

Last paragraph.  Obliged subjects must inform the Guarantor Bodies and verify that they are published in the National Platform, which are the items that are applicable to their Internet pages, in order for them to verify and approve, in a well-founded and motivated manner, the relationship of fractions applicable to each obligated subject.
